Common core could delay move to overhaul teacher evaluations

Educators studying the Common Core State Standards say its implementation could delay or prevent some states from introducing systems that would evaluate teachers based on standardized test scores. Education writer Jay Mathews writes that, because the standardized tests will change to accommodate the new standards, states might have to wait years to evaluate teachers based on the results of the exams.
