Some Calif. teachers can earn special-education credentials in-house

A new program in several California school districts is allowing special-education teachers with full preliminary certifications to earn their full certification at no cost from an experienced colleague. The program is designed to encourage more teachers to complete the certification process and ensure they are prepared to work with students who have special needs.
