Florida students who flunk FCAT head north for diplomas

Florida Education Commissioner Jim Horne is somewhat dismayed by a loophole in the FCAT that allows students who failed the exam to get a diploma from North Atlantic Regional High, a private school in Maine. In Miami alone, 77 students have already gone through North Atlantic to get diplomas.
