Analysis: Black parents flock to Minneapolis' charters

Minneapolis Star Tribune columnist Katherine Kersten observes that black students are bailing out of Minneapolis' public schools in droves and heading to charter schools, which have been opening up "at a record pace." She believes the data from Minneapolis should show other states considering expanding school choice that minority and poor parents will do whatever it takes to find the best schools for their children.
