FCC issues ruling on Internet calling

The FCC ruled that local phone companies in rural areas can't block cable companies' VoIP offerings. Last year, Time Warner Cable filed a petition with the FCC saying some rural local carriers refused to set up connections that would have allowed calls between Time Warner Cable users and local-carrier users, but carriers argued that VoIP was not classified as a telecommunications service.
