Stimulus, NCLB should offer accountability

The federal economic-stimulus package will not improve student achievement unless the infusion of new money for education is linked to achievement, according to the Los Angeles Times editorial board. Similarly, any of the promised reforms to the No Child Left Behind law must also emphasize accountability.
