Md. considers bill to prosecute parents for child neglect

Maryland lawmakers are considering a bill that would allow criminal prosecution of parents who don't feed, provide needed medical treatment or otherwise care for their child's basic needs. The state can legally remove children from a home but can't prosecute parents for child neglect.
