New rules are outlined for Teacher Incentive Fund grants

States seeking grants from the Teacher Incentive Fund will have to use faculty-evaluation systems to guide classroom observations and link student-achievement data to payroll systems under new guidelines from the Education Department. The $600 million Teacher Incentive Fund will issue grants that help states and districts implement performance-based compensation systems in high-needs schools. Grants are expected to be issued in the fall.
