Senate could break impasse by putting consumer agency inside Fed

The Senate banking committee could move forward with an overhaul of financial regulation, thanks to a proposal to house a consumer-protection agency in the Federal Reserve rather than make it a stand-alone watchdog. Senators are discussing the idea, sources said. Industry groups and analysts have withheld judgment on the proposal.
