Bankers were relieved when global leaders said the Basel III capital and liquidity rules would not take effect until 2013. However, regulators have already started pressuring lenders to comply early. Some even want banks to exceed the rules. "The direction is set," said European Banking Authority Chairman Andrea Enria. "There needs to be more capital, less leverage, more liquidity buffers and a tougher regime on deductions from capital."
