Texas works to end social promotion

Tomorrow, third graders in the state will take the reading portion of the Texas Assessment of Knowledge and Skills, and, for the first time, failure could prevent pupils from being promoted to fourth grade. Pupils will have three chances to pass the exam; a grade placement committee will determine whether students who fail three times in a row are allowed to advance.
