Baltimore teen court judges misbehaving peers

Students running an East Baltimore high school's teen court say few of the students they punish become repeat offenders. Student leaders acting as both judge and jury on the court rarely punish offenders with suspension or expulsion, because they don't want to make their classmates feel disconnected from the school community.
