Federal aid pours into states affected by hurricanes

The federal government has disbursed the first installment of hurricane aid to states serving displaced students, but a budget shortfall will cause the final amount given schools to be $4,000 for each pupil enrolled, rather than the originally promised $6,000 per head. The U.S. Department of Education also released a second batch of funding to Louisiana, Mississippi and Texas to help them restart school operations.
