3-C rail line gains traction if Ohio House passes budget

Plans for a train that would connect Cincinnati to Dayton, Columbus, Cleveland and possibly Toledo may get approval from the Ohio House this week if the $7.5 billion transportation budget passes. Officials would like the project to be completed in one phase, starting on the Cleveland and Cincinnati stretches, so there are no "second-class citizens" on the project.
