Union opposes change to binding-arbitration rule

A Connecticut teachers union opposes a plan by Gov. Jodi Rell to alter a program that requires binding arbitration if an agreement over teachers' contracts cannot be reached and takes away the right of teachers to strike. Under Rell's new plan, if an agreement cannot be reached, teachers would receive no salary increase -- a change that Rell says would save local districts money.
