Robert Powell of MarketWatch seeks to explain the Labor Department's proposed rules that would govern investment advice for retirement plans, including 401(k)s and individual retirement accounts. The proposed rules are an effort to help investors, but financial advisers are split on whether they would be effective. "Most independent, fee-only advisers who make a living giving investment advice to 401(k) plan participants and IRA owners are praising the proposed rules," Powell writes. "Broker-dealers, meanwhile, are apoplectic. Others are somewhere in between."
