Amtrak CEO: Liability concerns could slow passenger rail expansion

Planned improvements to passenger rail service could be derailed unless states and other public and private bodies are willing to cover their share of insurance costs, Amtrak head Joseph Boardman said in a letter to congressional leaders. The current expectation that Amtrak will shoulder a greater burden of liability because of its federal funding could expose taxpayers to future personal injury claims, he said.
