Cities, states take steps to help small companies

As the federal government continues to debate what to do for small businesses, many cities and states are pressing ahead with their own efforts to come to the rescue of those that are struggling by offering subsidies for new jobs, sponsoring business-plan competitions, funding buy-local advertising campaigns and giving grants to small manufacturers. Funding comes from a variety of public and private sources.
