Pittsburgh proposes technical-education overhaul

The Pittsburgh public-school system could be divided into three regional clusters in an effort to ensure students have access to career and technical education programs. Under the proposal, students would take academic classes and then take shuttles to go to classes in health careers, information technology and business, and culinary arts. The plan would require $38 million in capital improvements.
