Government to investigate BSE inconsistencies

The Agriculture Department announced it will look into the nation's lone case of BSE from last year, specifically whether or not the infected cow was a "downer" when slaughtered. The government concentrates its BSE testing on high-risk downer cows, and there are allegations that the slaughterhouse veterinarian falsified the cow's health status, which the government says it "cannot fathom." One watchdog group says it was a "fluke" that this cow was caught given the current testing system.
