State passenger rights bills preempted by federal law, DOT says

The Transportation Department on Monday clarified that all services provided by airlines are preempted by federal law, saying that states with pending passenger rights bills have misinterpreted comments made previously by the DOT on this matter. Some consumer groups are calling for states, such as Pennsylvania, to pass passenger rights laws that would limit the amount of time travelers could spend waiting on the tarmac.
