South Florida would add 35,000 more jobs under a plan to rebuild Interstate 595. The state plans to sign an agreement with Spain's ACS Infrastructure Development next week to begin the $1.79 billion project. "The vast majority of the jobs will be local contractors and local people working for local companies," said Barbara Kelleher, a spokeswoman for the Florida Department of Transportation.
