San Diego is moving forward with plans to build a mixed-use community where a quarry has operated for the past 70 years. The City Council last October approved the $1.5 billion Quarry Falls project. The first phase of the project, which will include construction of multifamily housing units, will start next year. Developer Thomas Sudberry will cover the costs associated with preparing the land for construction, and a joint venture with the landowners will provide additional capital.
