Coal-state lawmakers seek 2-year delay on EPA carbon rules

A group of coal-state House and Senate lawmakers led by Sen. Jay Rockefeller, D-W.Va., unveiled bills that for two years would prevent the Environmental Protection Agency from regulating stationary sources of greenhouse gases. The measures will give "Congress the time it needs to address an issue as complicated and expansive as our energy future," Rockefeller said.
