High state budget deficits mean construction-project cuts

Looming state budget deficits may mean cuts to large-scale construction projects, writes Jim Haughey, chief economist for Reed Construction Data. California and Illinois have projected deficits for fiscal 2010-11 at about $13 billion, and New Jersey is staring down a projected $11 billion deficit.
