Homeland Security official makes case for CFATS extension

Rand Beers, the Homeland Security undersecretary for national protection and programs, testified Wednesday to support reauthorization of the Chemical Facility Anti-Terrorism Standards. Homeland Security's 2011 budget proposal would extend the standards so that lawmakers have more time to make long-term plans or permanently authorize the program.
