Oregon shifts 10th-grade tests to junior year

Oregon has received permission from the Department of Education to relax testing standards for its students -- moving 10th-grade exams to the 11th grade. Officials say that low pass rates are responsible for the switch and that they want to give students more time to learn the skills that are tested. However, some say the move could be seen as lowering standards.
