What is the right age for identifying students as gifted?

Education journalist Julie Rasicot in this blog post examines new regulations in Maryland that would allow schools to identify students as gifted as young as 3 years old. Under the rules, schools would use multiple measures to assess giftedness, but some critics are concerned the rules will lead to labeling or tracking thought to affect a disproportionate number of low-income and minority students.
