Cost for dramatic California Great Park to top $1 billion

Under an updated design, developers say Great Park, in Orange County, Calif., which would be one of the largest urban parks in the nation, will now cost more than $1 billion. The price on the ambitious plan for man-made lakes, streams and a canyon built on the former El Toro Marine Base was originally well below $1 billion.
