California city drops case against man who replaced lawn

Officials in Orange, Calif., dropped charges against a homeowner who replaced his lawn with wood chips to cut costs. The case was dropped when landscapers installed 70 drought-tolerant plants and trees at the home. The city requires that 40% of a yard must be covered by live landscaping.
