Senate scraps second stimulus payment for people with disabilities

Members of the U.S. Senate on Wednesday rejected a plan to offer a second $250 stimulus payment for people with disabilities, as well as veterans and senior citizens. President Barack Obama had proposed a 2010 payment similar to one disbursed as part of the economic stimulus package in 2009. The proposed 2010 payments would have cost $13 billion.
