SEC's pace of Dodd-Frank rule-making has slowed

The rejected "proxy access rule" and a deluge of public comments have contributed to a slowdown in the Securities and Exchange Commission's writing of rules under the Dodd-Frank Act. The SEC has proposed about three-fourths of such rules and has finished writing about 20% of them. Among the rules still on the drawing board is a fiduciary standard for broker-dealers.
