Mishandling of police finances prompts bills in Pa. city

Pittsburgh City Council President Darlene Harris is sponsoring bills that would implement a cash-management policy for the Police Bureau and drive the department to hire officers when staffing drops to a certain level. The legislation comes after an FBI investigation revealed that the department's personnel and finance offices mishandled finances. The bills would require a citywide overhaul of cash-management policy.
