Utah, other states chafe at NCLB mandates

Utah's fight with the federal government about the validity of the state's testing and school accountability program is just one example of the debate taking place about the appropriate role of the federal government in education. Although state and federal officials are working to resolve the dispute, Education Secretary Margaret Spellings is holding firm that tests results must be broken down by student groups, which Utah's system does not do.
