Bill Swelbar, a Massachusetts Institute of Technology professor, says that if slot divestitures were to occur at Ronald Reagan Washington National Airport and New York's LaGuardia Airport as a result of the American Airlines-US Airways merger, priority should be given to continue enabling small community air service.
