House clears bill to override EPA power plant rule

The House has approved a bill that would override the Environmental Protection Agency's proposed emissions rule for new coal-fired power plants. The Electricity Security and Affordability Act would prevent the agency from implementing the rule until six facilities have used carbon-capture technology for a year. The move is opposed by President Barack Obama and might not come up for a vote in the Senate.
