Military sexual assault bill fails in Senate

The Senate has rejected a measure that would have taken away military commanders' authority to decide whether to prosecute sexual assault cases. The legislation by Sen. Kirsten Gillibrand, D-N.Y., fell five votes short of the 60 needed to move to a floor vote.
