Study: California highways in sorry shape

An independent budget analysis found 26% of California's highways and major roads are unacceptably rough by federal standards, compared with a national average of 8% of roads. Caltrans has cut pavement maintenance spending by nearly 40% since 1998 -- a mistake, one analyst says, because "preventive pavement maintenance is a much wiser investment than waiting until the road needs expensive rehabilitation or replacement."
