Florida scraps test-based merit pay

The Florida Legislature is tossing out its $147.5 million merit-pay plan, which last year ordered districts to give rewards of at least 5% to teachers based primarily on student test results, angering many teachers and boards. A new plan would give districts more leeway on how to award bonuses.
