The Army Corps of Engineers has spent $64 million to repair about 70 levee breaches in Iowa, Illinois and Missouri, but local officials remain concerned about the levees' stability as flood season approaches. "Every farmer is concerned about it," said Stan Rolf, president of the levee district at Winfield, Mo. "It's our livelihood." A Winfield levee suffered a breach last year when a burrowing muskrat compromised the levee walls.
