FCC wants USF fund to support broadband service

The FCC has included a proposal in its national broadband plan that would replace voice service with high-speed Internet access as the recipient of universal service funding. The FCC's plan would retain the Universal Service Fund's size and convert it over 10 years in three stages through the creation of two funds.
