Outlawing plastic bags does not solve litter problem, ACC says

Bans and levies on plastic bags will not solve the litter problem, according to the American Chemistry Council. Keith Christman, ACC managing director of plastics markets, cites the 2008 litter audit in San Francisco that recorded an actual rise in nonplastic litter after the city outlawed plastic bags in 2007.
