John Walsh, acting comptroller of the currency, sent a letter to the Federal Reserve raising questions about the central bank's proposal to limit fees on debit card transactions. Walsh said the rules are "unnecessarily narrow" and could result in "long-term safety and soundness consequences -- for banks of all sizes."
