Senate version of House funding bill may feature changes

Senate Democrats plan to add three appropriations bills to legislation passed by the House that seeks to avert a government shutdown. The add-ons would give President Barack Obama more flexibility in managing sequestration cuts and would give agencies the ability to shift funds between programs.
