New SEC document clarifies agency guidelines

The inaugural publication of the Security and Exchange Commission's Enforcement Manual in late 2008 is a compilation of policies and procedures previously unknown to all but its staff and specialists within the regulatory environment. The initiative toward plain-English guidance is on a par with other governmental agency manuals from the Department of Justice and the Financial Industry Regulatory Authority.
