PPP project provides less-expensive way to upgrade Florida highway

A public-private partnership between the state of Florida and a private consortium led by a Spanish-based firm will allow the state to upgrade Interstate 595. Florida will receive low-interest loans from the federal government and will pay the consortium up to $1.8 billion over more than 30 years to design, build, operate and maintain the highway. The state will keep the toll revenue.
