Superintendent praised for leadership on special-education issues

Baltimore Superintendent Andrés Alonso's pledge to resolve a 25-year-old special-education lawsuit by 2011 has prompted a special manager on the case to recommend the courts allow the district greater freedom. "His leadership represents an extraordinary opportunity for the [system] to leap forward in its delivery to educational services to students with disabilities, as well as to all students," said special master Amy Totenberg in a report to the courts.
