NAEP board to restrict testing exemptions for students with disabilities

The board that develops policy for the National Assessment of Educational Progress approved plans to restrict schools' authority to exclude English-language learners and students with disabilities from national tests. It will also begin tracking districts that do not meet participation targets for those groups of students. The new guidelines would limit exclusions to those with the most severe cognitive disabilities.
