Senate bill includes proposed changes to Fed's authority

The Senate banking committee appears to be coming to an agreement on legislation that would leave oversight of the 23 largest banks with the Federal Reserve while stripping the central bank of other regulatory power. The other 5,000 or so banks would be supervised by a regulator developed by merging the Office of the Comptroller of the Currency and the Office of Thrift Supervision, aides said.
