NBCT: No clear message on teacher quality

Teachers are receiving mixed messages on teacher quality, according to National Board Certified Teacher Renee Moore. She writes in this blog post that teacher evaluations often tell little about teacher quality. Instead, she writes that districts should support National Board Certification, which already has standards that define effective teaching. Education leaders and independent studies have pointed to the success of National Board Certification, but it has been targeted this year for federal budget cuts, Moore writes.
